Force sequential building for some ports. #1033

Most ports i want to build in parallel , like python ports. There are 3 ports i want to build serial, ie one at a time , namely : "electron,chromium,iridium". [This because these 3 ports make my system go swapping ]

87 covers this. It will be in the next poudriere-devel update and next release. I have just been adding more tests for unrelated changes.
