Provides minor changes for chisel-bootcamp, and adds publishing settings for build.sbt

Did it already get published? Also, does this mean that diagrammer will no longer work with Chisel master?

No it hasn't been published, this is the PR intended to make it publishable. I'd like it to work in the bootcamp, which is not on chisel master, so I'm not sure what the right solution is. I think as is, it should still work with chisel-master.
