[Notifications] Send a notification that a new book has been added to a group

When a new book is picked, it must bee added to the new collection named 'Notifications'.
Add Widget components per design
Add routing to page
Add logic as per requirements

Can create a notification document and send via the cloud functions.

Further testing required on different devices.
