Install latest apt pkg vers, update once per hour max #82

Always install the latest version of a package. Especially for packages like ccache, ensuring the latest version is installed will ensure best performance.
No need to update package index files more than once per hour. cache_valid_time is now set accordingly.

A bit opinionated, but certainly less so than upgrading all system packages within the role. Typically whatever playbook calls this role should handle system package upgrades before the role include.

I'm a fan of this, let's get it in.
