Updates Jessie virtualenv builder #15

Unblocking updates to a straggling Jessie host. Manually tagged with 20190502 and pushed up. We'll soon be able to retire this image.

@ketudb To test, confirm that you can pull the remote image (quay.io/freedomofpress/debian-jessie-venv) and get both the tag specified in the OP, and the hash specified in the diff.
