This is a simple update that also upgrades the Debian base to bullseye. We no longer need to check out a PR branch since the fix for the SSL verification issue was merged upstream.

This should not be merged immediately; we need to specify a version tag for the image in our elk-docker role so that it isn't picking up and running latest. Making an infrastructure PR for that now.
