We currently have https://developers.securedrop.org/en/latest/apt_repo.html. After freedomofpress/infrastructure#4241, documentation of the layout and workflows of both the Apt and Yum repositories would be grand.

Maintainers will have a better understanding of how to use and troubleshoot our package repositories. Exceptions at particular stages (e.g. QA) will be easier to reason about.
