Description of Changes

Bumps the version number in the relevant spots, and adds an upgrade guide for the upcoming 2.6.1 release.

Notably, I also added an advisory to upgrade to Tails 5.16.1, in alignment with our recent recommendation.

Thanks @zenmonkeykstop! I've modified the wording here to note that servers will not be updated as part of this release.
