Applies some linting, adds a makefile with common commands, and sets a minimum rust version.

I've snipped that commit out since we have https://github.com/freedomofpress/securedrop-e2e/pull/31 now! :rocket:

@legoktm Great suggestions, thank you! I've implemented all of them. cc @cfm, this mucks around with the lockfile changes in https://github.com/freedomofpress/securedrop-e2e/pull/30 , but it's the same file, just a different location. And building from the subdir still finds it, due to the workspace config.
