Document known issues in working with large numbers of submissions on the server #124

Currently, the documentation lists known issues with the SecureDrop Workstation, but it does not mention the issue related to the client being slow to use when there are a large number of submissions on the server.

We should document that so that organizations considering a move to SecureDrop Workstation can be made aware of the current limitations and make decisions accordingly.
