Add project status page and create overview section #183

This PR slightly reorganizes the organization of the docs, pulling out general purpose information into a new Overview section at the top of the table of contents.

Additionally, and most substantively, this adds a new project status page, which highlights the current status of the project, a brief roadmap and timeline, and information about circumstances where SecureDrop Workstation is likely to provide the best experience.

Important Notes about WIP

I have added "TK" and "TBD" in a few places where we can decide to fill in specific dates and timelines (or, we can remove these items if the team prefers). These will need to be concretely filled in before merging.

Additionally, I have set 500 Sources as the current upper limit of recommended sources for a good experience with SecureDrop Workstation (bumped up from an original 200). We may still decide that figure is too conservative, and can adjust as needed.

Going ahead and marking this as ready for review, with the caveat that we still need to fill in the targeted release window for GA, and also decide if we're happy with the "500 sources" number.
