Re-add docs for upgrading Fedora #186

4.1.2 ships with an EOL template by default (fedora-37) so we should probably re-add the docs to upgrade to a non-EOL version prior to provisioning. These were removed in https://github.com/freedomofpress/securedrop-workstation-docs/pull/115.
