Modify BASE_URL for notification emails #69

Currently defaults to example.com which of course is confusing and looks silly. Was really only affecting wagtail admin emails (password resets and post moderation alerts).

These changes are simple. Really liking the env-var-based config pragma. Merging, will continue review regarding our implementation of this review in a separate repo.
