Install shared files and assets as package data #25

Files were being installed in inconsistent locations depending on how the package was being installed. Install all shared files and static web assets as package data, and locate them relative to the freeipa_community_portal.__init__ package.

you have to update MANIFEST.in, too
I prefer os.path.join over() + '/' +
