Implement logic to load config files from /etc and /run with overrides.

The changes were deployed in code ready containers using OpenShift 4.9.18 and it finished successfully.

I like the solution! About to test (along with #37). Will merge if no issues encountered (caveat: it's only going to be a single launch so I won't truly be exercising the new functionality).
