Keep up to 7/14 days versions of the RECAP alerts sweep index #4168

As a follow-up to #4127, we need to keep the daily RECAP alerts sweep index for 7/14 days before deleting it for debugging purposes. Currently, the index is removed every day.

@mlissner , I'll start working on the Percolator version of RECAPAlerts but let me know what priority this should have.

I'd say let's launch without keeping old indexes around, and we'll know pretty quickly how badly we need it for debugging.
