Time-varying data on judicial institutions, such as the minimum or maximum age to be a judge, term lengths in between elections, the government budget for the court, etc.

Two ways to do this. We create a Rules table that hangs off of the Court objects, or we create a free text field in the Court objects. Former is better, latter is easier.
