Incorporate USPTO PACER data #664

The USPTO has dumped a bunch of PACER data here: https://www.uspto.gov/learning-and-resources/electronic-data-products/patent-litigation-docket-reports-data

A lot of their data is already from RECAP, but I think they purchased a bunch too. The data looks to be pretty good quality and should be easy to add. I've got an email out to them asking for a meeting. Once that's done, I'll take a day or two and get this incorporated.
