I considered this. Since each tag can be public (and thus have a public URL) you could decide that it should also be shown on the docket where it's used. I didn't get as far as executing on the idea, but it's an interesting one to explore.
My concern is the person that decides to use bad tags. "fing_thomas" on opinions authored by Justice Thomas, for example. There are too many people out there with low self-control. We do not want somebody using the site at some professional level to have that, or worse, show when they go searching for tags on a case.

As people create tags and tag objects, such as documents, it would be helpful for other people to be able to see those tags.
Example: The Terry case could be tagged in a couple of different ways to indicate that it is a civil rights or 4th amendment case.
UI: When a user tags an object, there would be a checkbox to "show tag". Tags that are eligible should be public and filtered for naughty words or curated.
Once a tag has been marked public and shown, it should be available on searches for tags.
A user should be able to click on a public shown tag and have a modal pop to show them the descriptive text.
The question of curation is always a big one. How big would a queue of tags that people want public shown is an interesting question. The other methodology might be to have people submit tags to become curated.
When a user is on their all tags page, they could add from that curated list.
