Fill `bap9` gap #1008

Part of #929

Between July 07, 2021 and January 24, 2022 we have 0 documents. We are missing documents, which can be found filtering by document type (no filter view will not go that far back in time)

The Public Data files do not contain bap9 opinions. This can be detected using grep datastore/bap opinions-1 over the files, which should detect bap opinion URLs.

I couldn't get the serverless cognito and dynamodb interactions working. Will try again this later
