`uscfc` scraper is not working #1221

The url used by the scraper returns stale data: http://www.uscfc.uscourts.gov/aggregator/sources/8 The latest opinion in our DB is from June 2023

This URL shows data for 2024: https://ecf.cofc.uscourts.gov/cgi-bin/CFC_RecentOpinionsOfTheCourt.pl
