fix toolbar_button.js tooltips #255

The blue [R] is active whenever you're on a PACER court page regardless of whether you're logged in. The blue-state and attendant tooltips need a general sanity check. We might also want to modify any related documentation about when RECAP is "active" and what that means.

I guess I missed this issue when you filed it four years ago, Steve, but I've always seen the blue RECAP color to mean that RECAP is active on the page you're on. I think at this point if we want to change the functionality, we'd want to treat that as a feature request, since it's been the way it is for so long at this point.

Is there a feature you want or a bug that you see here aside from "it should be blue only when logged in?" If it's just a thing that you were used to, with no loss in functionality, I don't think we'll prioritize tweaking it. If it's a feature that's lacking, I'd love to hear more detail.
