Add old nysb PACER website #259

Just discovered this today:

https://ecf-closed.nysb.uscourts.gov/cgi-bin/iquery.pl

I found it by looking at the available reports in nysb, where it's listed as:

Archives (Docket reports for cases closed prior to March 2000)

We should add this to RECAP and to CourtListener with a mapping to nysb as the court identifier.

Be wary of numberspace collisions between the regular nysb and this one. Who knows what may come.

Nobody has ever asked for this, so I think I don't care, but if somebody finds this issue someday and makes a compelling case, let's do it.
