The "View and RECAP" button needs a spinner #361

It can take a minute after you click the new "View and RECAP" button for the PDF to download/upload, and become available. We should have a spinner, so the user knows they clicked the button correctly and that stuff is happening in the background.

And in the appellate receipt page, it needs a cursor before you click on the button:
