ACMS filenames have uuid case numbers #375

Checking out https://www.courtlistener.com/docket/69025647/united-states-of-america-v-slaughter/, I see that ACMS filenames appear to have UUIDs for case numbers, instead of docket numbers or something manageable. For instance:

We can do better! (Especially because we have actual docket number filenames for appellate CMECF. At least sometimes.)

Actually the problem is more general since the case docket URL isn't great either:

err, well, that's not really the case docket (…), but you know what I mean?

Yeah, that's not pretty. Let's see if we can do better.
