checkarp Funcion not working on Android phone #3

My phone I think can be pinged fine ...
no other host on the network are blocking ICMP
ICMP works on other host that the Phone I am having issues with is on
router sees the phones activity .. so it's on the network passing packets ...
ping is also blocked from router to target Android ...

Fix ?:

use arp tables from the router but this would have to have creds on it NOT a fan ..
some how make routers ARP table public ...
fix the Android phone sleep settings ? ( this is a NEW build so could be that ... )

No fix would seem this Android build sort of goes to sleep but stays on the WIFI even with always on...
