Check SKEWED flag correctly in lib_vqt_extent #32

It looks like this has always been wrong since the initial C version was committed.

At a glance, it looks like vqt_extent() in text_sq.s is checking the SKEWED flag correctly. Why are there 2 functions that appear to be doing the same thing (except for bugs)?
