Add Psysctl() #125

I hope I haven't forgotten any non-ascii characters. I saved the file as ISO-8859-1 and changed « and » to (!ldouble) and (!rdouble)

Is it OK as pull request, or is a patch better?

Pull requests are always better because it makes merging easier. For a patch I need to fire up a git client and review it there, which takes more time.

But as you can see, sometimes I'm just lazy to do either. ;)
