got something partially working, but I think we might need to bootstrap via Overleaf (Latex is a PITA lol )

The workflow is annoying AF, but its possible to edit locally in VS Code, push to GH, then pull changes from GH into Overleaf
I was able to build locally, but the bibliography didn't build :-/

Latex environment wrangling is annoying af
