NAS-106245 / 12.0 / Renamed rdiff-backup to py-rdiff-backup #234

Package rdiff-backup was renamed to py-rdiff-backup in the upstream "latest" repo. This PR brings things back in sync.
I opened NAS-106245 to track this issue. Please port to 11.3-RELEASE
