Update the help #171

Most of the help is wildly out of date. Add a couple of commands (grant and remove), add unfiltered modes, update oper priv names.

You could add a line to help/opers/notice and privmsg saying that $$ and $# need oper:massnotice and get rid of "In Hybrid 7"
