document that ENFORCE doesn't work on expired nicks #484

Is ENFORCE discussed on the website outside of blog posts (I couldn't find it, if so)? If not, is this addition intended for policies.md's nick expiration section, or would it be a better idea to add a KB page about NickServ account flags (enforce, hidemail, noop, etc.) in general?
