Bump Github Actions versions to latest major

Why

Node 16 has reached end of life, Github is transitioning all Actions to Node 20.

How

• Update all actions we are using to the latest major

Extra

actions-gh-pages (used to deploy the documentation site) hasn't yet updated to Node 20, once it does we can migrate it as well
