Let AI build hyperspatial dam #890

As of #866 the dam is useful given the right situation.

Currently, the AI does not consider that building (and the tech) at all. Obviously, should do so at some point.

Lets not forget that #866 is just a stop-gap solution that is going to be replaced by a more thorough/interesting one. So I suggest to wait for that and adjust the AI to this final solution once it has gone in.
