9 months ago I'm running into the same issue and have not found any solutions yet. The restore process does not give an option to enter a password, it immediately replies with "Invalid Password." Using the same password for setup from the previous phone has the same result.
On my old device I do recall creating a password, but not specifically for the export process itself.

When i import the exportfile from my old phone on my new phone it just keeps showing an alert asking for a backup password. when i push ok a little text appears saying invalid password, but it actually never asks me for a password. Also i think on my old phone i do not have a password and i am not asked to provide a password when doing the backup.
