Issue details
On MediaWiki REL1_39, there is an easily provoked error whenever trying to make a comment in a Flow discussion board (Extension Flow with Extension Visual Editor). If the editor changes or uses any rich-text formatting such that VE tries to switch between wikitext and rich text, the editor would throw and error:
"Exception caught: Conversion from 'html' to 'wikitext' was requested, but core's Parser only supports 'wikitext' to 'html' conversion"
