write the project proposal #4

Clean up. some of the extra TODO and stuff from current markdown file, run some fancy decoration, generate PDF from it, and check-in to the repo.

Ask teammates for review before submission.

Proposal due is soon. Need this to be done Feb 19th PST so we have some time to review. If someone has time to do it please go ahead and take it from me. :)
