To resolve https://github.com/freeswitch/spandsp/issues/26 , I changed the URL of the Docbook-Stylesheet from sourceforge to their CDN, proposed in https://github.com/docbook/xslt10-stylesheets/issues/224

are you using it out of git or using a release that hasn't been updated yet?

I'm using the AUR version of freeswitch relying on spandsp. Setting up new boxes fails regularly because of the raised issue. My current workarounds are executing the build until it succeeds (around 5-8 times) or updating the Docbook-Urls by hand.
