Rename USE_GALA #14

The macro USE_GALA should be renamed to fit into the namespace, e.g. TREEDEC_USE_GALA.

thanks. yes, that was a bit itchy.

now replaced by HAVE_GALA_GRAPH_H in all the code. (Makefiles still test USE_GALA).
