Produce genesis state and WASM runtime for kLAOS

As a laos stakeholder I want those two uncompressed files so that I can upload them on to the Kusama slot request, and I can later win an auction in Kusama.

Acceptance: - Name of coin: TBD !!!!

• ParaId identifier has been reserved
• 2 Collator public keys are specified - owned by Ale and Toni
• One sudoer key: multisig with 4 founders, threshold: 2 of 4
• Number of coins: 1Bn (1e9), with 18 decimals, assigned by 250M to each founder
• EVM ChainId = 2718
• File is created: Chain specification pointing to the parachain id and public key of the collator that will be running
• File is created: Uncompressed webassembly runtime for the parachain
• File is created: Uncompressed parachain genesis state
