Config cleanup #40

The 2-node wasn't connecting to the first node, and that is fixed. I've also disabled the global rpc rules by default, bitcoin will still listen on localhost regardless.

Hey @chungy , with this "rollback" I have again the previous problem I had with bitcoin 0.17

I'm doing something wrong then for regtest?

That is very odd, everything under the [regtest] section should apply correctly, and it does in my own tests.
