Fix visual crossing precip #41

Visual Crossing changed the capitalisation in their dark sky clone. Also, count sleet and ice as rain. We have to count them this way because they are measured in their melted form.

I re-deployed the site with these changes just now, then ran freezing-sync-weather.

123 hours below freezing. 181 hours in the rain. 19 hours in the snow.

After

123 hours below freezing. 182 hours in the rain. 19 hours in the snow.
