Add the languaje files into the dol #146

PLease add the languaje file into the dol, now i´m translatting the new
terms for spanish

Instead of a language.ini file? I think language.ini is less hassle for most 
people.
We could, of course, compile it inside, but let's bring that to the forums.

It would help me, i use an WBFS HDD and i havent an SD, so i use a channel. It 
is every time in english and i want spanish

dont use wbfs then.  It is obsolete anyway and not as good.  With fat32 
everything can be on a hard drive and works fine.  Putting Languages into the 
dol would make updating the languages too cumbersome.
