[GUI] Fix transaction fee in uFRC #75

Step for buttons 'up' and 'down' - 0.001. With FRC and mFRC all ok, but 0.001 uFRC is lower than minimal value (satoshi) User should press 10 times on 'up' button to get 0.01 uFRC

Upstream affected too, but I can't fork bitcoin because freicoin is already fork of bitcoin :) GitHub prevents this
