ToH: Switch to OpenWrt-ToH again #141

As discussed at #140, OpenWrt is ratelimiting the dump of ToH, resulting in broken builds.

As a fix, we introduced to host the ToH ourself.

As soon, as we found an upstream solution for this, we want to switch back to the upstream-only ToH.
