The community tunnel (openvpn) is currently not controlled by puppet. Instead of modifying vpn03, I recommend creating a new module.

Since there are only two communty-tunnel (openvpn) servers, and that they are both manually configured, and eventually will be retires, I no longer see the need to add these to puppet.
