it IS possible via web form. a new community member only need a github-account and has to edit (or fork/pushl request) the https://github.com/freifunk/directory.api.freifunk.net/blob/master/directory.json
I only copied that issue, so it doesn't get lost. But thinking about it, I think what was meant is maybe a "Create new Community" Button in the Generator. At the moment it is only possible to change existing Communities but not add new ones. In my opinion this is a good thing that a certain technical understanding is needed to create a new community. With a simple webform there would be the risk, that every "guy with a router" could create his own Freifunk-community.
I think we can close this issue for now.

It was meant to easily add a community to the directory so people don't have to deal with github. That WebForm could create a github issue with a link to the api file and the community name. Later on someone adds the community or changes it.
But: All communities still have to upload their files to a web space.
