Remove apinger webinterface #75

I wished I had never looked into that role.

@lemoer What do we use apinger for?

There are currently two interfaces:

  1. The Grafana Panel.
  2. A direct web-interface on the supernodes.

Both use the data from apinger. I would like to keep the information in 1., but 2. can be removed.

apinger no longer has an installation candidate on current Debians. We need an alternative.

What was the initial motivation behind this issue? Can we close it? @lemoer
