Config parameter to switch off labelmatch #176

Please add a configuration parameter to switch off the labelmatch algorithm. We want to do a release early next week that will be the version finally installed at ADAPT. Can you please implement this configuration until next monday?

Hi @jnehring, Our {freme.ner.dictionary} is now optional. FREME-NER will enable labelmatch just if there a key with a path to the dictionary into our application.properties,

I cannot test this because there is no installation any longer.
