Filter for Non-tagged #49

Just a suggestion, def not a big deal.

For each tag, choose "No filter", "filter for pages w/ this tag", "filter for 
pages w/out this tag".

Example: sometimes I want to see pages for my Physics class, that don't have to 
do with the midterm. Or sometimes, i forget to tag pages, and come back to tag 
them, but have trouble finding them (i would choose "filter for pages w/out any 
tags")
